Sarawak and Sabah differ: Asia/Kuching moved to UTC+8 in 1933, half a century before the Peninsula. Treating East Malaysia as Peninsular is the same 30-minute error.

The fix
One line. Derive the standard meridian from the offset actually in force on the birth date, instead of assuming today’s. The IANA timezone database already records every transition.
